Municipal Lien Certificates
Municipal Lien Certificate is a legal document usually requested for property transfers and refinances. It may list the outstanding property taxes and water/sewer at the time of the request. The request must state whether it is needed for a sale or a refinance, state the owners name and address, map and parcel if known, closing date and buyers name. By Mass general law the collectors office has 10 days to process this request.
Cost of a municipal Lien certificate is $25.00 per parcel.
Motor Vehicle Excise
Excise bills are generated by the Registry of Motor Vehicles. Bills are mailed to the last know mailing address that the registry has on file. If you move you should contract the Registry of Motor Vehicles and inform them of you new mailing address.
Bills are issued on an annual basis, January or February of the calendar year.
If a new vehicle is purchased during the calendar year, you will receive another excise tax for that vehicle.
Excise taxes are due 30 days from the date of issue.
What happens if not paid by due date? If the demand payment is not received by the due date, it will then go on demand. There will be a $5.00 demand fee and interest added to the original excise tax. Demands are due 14 days from the date of issue.
What happens if the demand is not paid by the due date? If the demand payment is not received by the due date, it will then go on warrant with the deputy collector. A deputy fee will also be added. A warrant will be mailed to you. Checks should be made payable to the "Town of Amesbury" and mailed to the deputy collector at the address below:
Kelley & Ryan Associates
3 Rosenfeld Drive
Hopedale, MA 01747
508-478-1218
The deputy collector is located at different Registries in Massachusetts. You can go there and pay them directly. Call to find which Registry's that they are located at.
If you feel you do not owe this excise tax, do not ignore it! Please contact the Assessor's Office at 978-388-8102, to find out if you are entitled to an abatement. If you choose to ignore this bill, it will continue to accrue interest and fees.
