During his tenure, Mayor Kezer has moved Amesbury onto a solid financial footing and has worked to improve efficiency, focus on excellence in delivering core municipal services and has implemented innovated ways to improve services while lowering costs.

Since taking office, Mayor Kezer has implemented a management system known as AmesStat. Through AmesStat, the Mayor is helping to transform how the city does business in order to meet the dual challenge of controlling costs and delivering excellent municipal services. The Mayor’s two primary objectives in implementing AmesStat are to ensure performance accountability at all levels of city government, and to create a reference tool for the data necessary to advocate for resources to deliver services.

Experience:

Over a decade of government and municipal experience including:

  • Director of Purchasing for the City of Beverly where he managed the business of the city and negotiated union contracts.
  • Project Director for the Metropolitan Mayors Coalition where he helped create the ten-city mayor’s coalition working to coordinate Homeland Security for metro Boston, fought to control health care costs and implemented regionalized purchasing.
  • Project Director, Massachusetts Clean Water Council, assisting cities to obtain more state and federal funding for municipal water, sewer and wastewater projects; developed expertise in water and sewer regulations.
  • Legislative Analyst with the Massachusetts Municipal Association, writing new laws that improved efficiency of local government.
  • Chairman, Town of Salisbury Finance Committee, where he overhauled the budget process and stabilized the Town’s finances in early 1990s.

Military:

Mayor Kezer is a Lieutenant Colonel in the Air National Guard. He has over 29 years of service in the Air Force and Air National Guard. Mayor Kezer is currently the Director of Current Operations for the Headquarters, 253rd Combat Communications Group, Otis Air National Guard Base, Massachusetts. His military experience includes:

  • 19 years in command and leadership positions.
  • Activated for Iraq war; sent to Langley AFB, Virginia, to oversee deployment of all Air Force combat communications systems to Middle East.
  • President of the National Guard Association of Massachusetts.

Personal:

Mayor Kezer was raised in Salisbury. He resides on Monroe Street with his wife, Claire Kallelis, and their son.
