Description:

The Chief of Staff of the City of Amesbury, at the direction of the Mayor, is soliciting responses from interested parties regarding the disposition, by sale, of surplus building and land for the purpose of redevelopment that is in accordance with the City of Amesbury Zoning regulations and any legislative limitations placed upon the property. 

The surplus building is situated on an approximately 14.11-acre parcel of land primarily situated along South Hampton Road in Amesbury, Massachusetts. The parcel of land also includes limited frontage on Rowell Street. The surplus building is the former Amesbury Elementary School that is 58,616 square feet in size. A portion of the parcel that considers the surplus building and frontage on Rowell Street was recently rezoned from Open Space Conservancy (Municipal) to Residence 8. 

Potential responders are encouraged to read the full set of documents contained and referenced in the Request for Proposals (RFP) for additional details regarding this disposition of building and land, and the limiting conditions of the Proposal request. The RFP is available for pick-up the Office of Administration and Finance, 1 Market Street, City Hall, Amesbury MA 01913 during regular business hours of 8 a.m. to 4 p.m. on Monday, Wednesday and Thursday, 8 a.m. to 7 p.m. on Tuesday, and 8 a.m. to noon on Friday, excluding holidays. The RFP is also available for download below through the related documents tab. Interested parties that obtain the RFP from the City, either in person or by download from the website, must notify the City of the applicable contact person in writing either at time of pick-up or by sending an email to the Senior Project Manager at . If downloading from the website, appropriately filling out the contact information form to access the related documents is adequate notice to the City. The RFP is not available by email, U.S. Mail or delivery. 

An optional but highly encouraged pre-application site visit of the building and land will be held at 10:00a.m. on Monday, March 16th 2026. Questions will be collected during the site visit and via email with responses issued by the City via addendum.

Questions regarding the RFP must be submitted in writing and sent via email to the Senior Project Manager Howard Snyder at NO LATER THAN 4:00p.m. on Friday, March 20th 2026. 

Pursuant to the RFP, Proposers are required to submit Proposals, including a refundable bid deposit of $5,000, to the Office of Administration and Finance, 1 Market Street, City Hall, Amesbury MA 01913 NO LATER THAN Friday, April 10th 2026 by 11:00a.m.. Proposals received after this time will be rejected and returned unopened. All responses must be received in accordance with the RFP and prior to the deadline. The City reserves the right to reject any or all Proposals when deemed to be in the best interest of the City.

This solicitation is being conducted in accordance with the provisions of Massachusetts General Laws, Chapter 30B, Section 16.
