Merrimack Valley Public Health Alliance Logo. Safer and Stronger together.The Massachusetts Executive Office of Health and Human Services Department of Public Health has issued a 3-year contract to the City of Amesbury for a Public Health Excellence for Shared Services Grant in the amount of $486,497.32 for each of the 3 years of the contract for the PHE program (FY25-FY27). Participation in this program was approved by the City Council on June 27, 2023 with Bill No. 2023-061, and the FY25-FY27 grant allocation was accepted by City Council on May 28, 2024 with Bill No. 2024-062. The City Council is currently considering Bill No.  2025-016  to authorize the Mayor to enter into an intermunicipal agreement pursuant to the provisions of MGL CH.40 § 4A. Amesbury serves as the lead municipality with the group consisting of Georgetown, Groveland, Merrimac, Newbury, and Rowley. This Shared Services Arrangement is officially called the Merrimack Valley Public Health Alliance.

About the Program 

The purpose of the Public Health Excellence for Shared Services Grant Program is to promote and support the development of inter-municipal shared service agreements (cross-jurisdictional sharing) that contribute to improvements in local public health capacity. By pooling resources, functions, and expertise, a consortium of cities and towns, especially those that are smaller or less prosperous, can improve compliance with their statutory and regulatory mandates and expand the public health protections and services they offer residents.
