Parking

Enforcement for overnight parking in municipal lots will begin on April 23, 2026. After April 23rd, any vehicles parked in the lot overnight between the hours of 2:00am and 5:00am without a sticker are subject to ticketing by Amesbury Police and/or towing at owners’ expense.


Overnight Parking (Municipal Lots)


Overnight parking in municipal lots is restricted by criteria listed in the table below and requires a residential or commercial sticker. Boat ramp parking requires a separate sticker (available Spring 2026).

Stickers should be displayed in the driver’s side (lower-left corner) on the front window of the permitted vehicle.

The sticker does not guarantee a parking spot will be available. Parking spots are available on a first come, first serve basis.

Temporary parking permits, good for 14 days from date of issue, are available online through OpenGov.

Note:

Applicants applying for residential or commercial parking permits are required to register with Amesbury's free Smart911 messaging system to receive text and voice messages about winter parking bans, changes to parking regulations, and to move vehicles after a winter storm.

Parking Permits

Residential Parking Permit (Municipal Lots)

Vehicle registration must show a Central Business District (CBD) address. To see if you qualify for a residential parking permit, please check the address list (PDF)

Applications for stickers are processed online through OpenGov. Please have a scan or photo of your current vehicle registration available to upload when applying. Once your permit is approved and payment has been processed, your sticker will be available for pick-up in the Clerk's Office at 1 Market Square during regular business hours.

Fee: $50 per annual-calendar year. 


Commercial Parking Permit (Municipal Lots)

Vehicle registration must be provided. Vehicles with New Hampshire plates must provide Massachusetts dual registration and proof of insurance.

Applications for stickers are processed online through OpenGov. Please have a scan or photo of your current vehicle registration(s) available when applying. Once your permit is approved and payment has been processed, your sticker will be available for pick-up in the Clerk's Office at 1 Market Square during regular business hours.

Fee: $200 per annual-calendar year.  

Please note: All vehicles with a commercial parking permit must be moved to the Lower Mill Yard lot between Friday at 5:00pm and Monday at 5:00am. 


Temporary Parking Permit

Valid vehicle registration must be provided.

Temporary parking permits are good for 14 calendar days from date of issue.

Temporary parking permits must be prominently displayed on the dashboard of the permitted vehicle while parked in a municipal lot.

Snow Emergency / On-Street Parking Bans

No vehicle shall be parked on any street during a declared snow emergency / on-street parking ban.

Notices will also be posted on the city website.

Notifications for beginning and end to on-street parking bans are announced on the home page of city website, city social media, and through our Smart911 messaging system.

Blue lights will be turned on at the following locations:

  • Old Post Office (100 Main Street)
  • Corner of Main St. and School St.
  • City Hall Parking Lot (62 Friend Street)
  • In front of the Fire Station (9 School Street)

Vehicles left on the street or parked in a municipal lot without properly displaying a valid parking permit during a winter parking ban will be towed.

Parking for residents of the central business district is available in the Lower Millyard (located at 16 Water Street), the Upper Millyard lot (located at 27 Friend Street), and at Lake Gardner (located at 79 High Street) during a snow emergency and requires a residential parking permit.

Vehicles with a commercial parking permit stickers must move to a designated spot in one of those lots.

Parking Enforcement Enforcement

Members of the Amesbury Police Department, designated by the Chief of Police are responsible for parking enforcement.

Any forgery or misuse of the sticker will result in the vehicle being towed.

Parking Tickets

Payment is due within 21 days of ticket issuance. Tickets can be paid at the City Clerk's Office, or online.

To appeal a parking ticket, an appeal form (PDF) must be filled out and received by the City Clerk's Office within 21 days of issuance.

After 21 days, a notice is mailed with a $5 late fee applied to the ticket. After an additional 30 days a second notice is mailed with another $5 late fee. Thirty days after the second notice a $20 registry fee is applied and the license and registration is marked at the Registry of Motor Vehicles as non-renewable.
